The county

Who lives in Denver County

The Census Bureau counts about 718,900 residents, 12.5% of them 65 or older, and 9.0% with no health insurance. Denver has more hospitals in the CMS file than any other county in this guide.

Because Denver is a consolidated city and county, there is no question about which list applies: every Denver address uses this one. The tables below show each plan’s premium, out-of-pocket limit, drug deductible and 2026 star rating, so you can narrow the list before checking networks.

How Lisa helps here. Denver County clients work with Lisa by phone or video, or at the Brighton office. She checks your doctors and hospital against each plan before recommending one.

Where do Denver residents apply for Health First Colorado or Old Age Pension?

Denver Human Services is the county office for public benefits. It helps residents enroll in Medicaid, which Colorado calls Health First Colorado, and it handles Old Age Pension, a state program that gives financial assistance, and at times health care assistance, to low-income Coloradans 60 and older. Call 720-944-4DHS (720-944-4347) for an appointment, or apply online through Colorado PEAK, the state's benefits portal.

Denver Human Services points out that Medicare itself is not one of its programs, and that line matters. If you qualify for both Medicare and Health First Colorado, you may be able to choose a Dual Eligible Special Needs Plan, and the right one depends on your doctors and prescriptions. The state's Old Age Pension Health and Medical Care Program is a separate, narrower benefit: it provides limited medical care for people who get Old Age Pension but earn too much for Health First Colorado.

What other help does the City and County of Denver give older adults?

The city's Office on Aging works to support older Denver residents with programs that protect their safety, dignity and independence. It publishes an Older Adult Resource Guide, offers Aging Well workshops and links to the Denver Commission on Aging, an advisory body residents can join. Reach the office at aging@denvergov.org or (720) 944-2498. Denver is also one of the eight counties served by the Denver Regional Council of Governments (DRCOG) Area Agency on Aging, whose information line, 303-480-6700, explains Medicare, Medicaid and Social Security.

For housing costs, the Denver Department of Housing Stability runs a Property Tax Relief Program that returns part of the property taxes you paid, or the equivalent in rent. Questions go to 720-944-4TAX (4829). A rebate does not change which Medicare plans you can buy, but on a fixed income it can make room for a Medigap premium or the drug costs a plan leaves to you. For 2025 rebates, the program lists these terms:

  • Age: 62 or older during the whole previous calendar year (disability and some other situations also qualify)
  • Homeowners: income at or below 80% of Denver area median income, $72,950 for one person and $83,400 for two
  • Renters: income at or below 30% of area median income, $29,450 for one person and $33,650 for two
  • Payments: up to $1,800 for homeowners and up to $1,000 for renters
  • Deadline: the rebate covers the previous tax year, so applications for 2025 property taxes or rent are accepted from May 1, 2026 to April 30, 2027, or until funds run out

How does Denver Health fit into my Medicare choice?

Denver Health has served the city since 1860 and calls itself the region's primary safety net health system, caring for patients regardless of their ability to pay. Its integrated system includes a Level I Trauma Center at 777 Bannock Street, primary and specialty care clinics, school-based health centers, the Denver Health Paramedic Division and the Public Health Institute at Denver Health.

If your primary care already happens at a Denver Health clinic, start your 2027 comparison there. Confirm that the clinic and any Denver Health specialists you see are in a plan's network, since a plan that excludes them would mean changing doctors, not just cards.

I retired from the City and County of Denver. Should I keep DERP retiree coverage?

Retirees in the Denver Employees Retirement Plan (DERP) can buy group health coverage, and DERP's 2026 retiree health guide explains its Insurance Premium Reduction (IPR). The IPR is $12.50 per year of service each month before Medicare and $6.25 per year of service each month once you are on Medicare. With 20 years of service, that works out to $250 a month before Medicare and $125 a month after. The IPR is paid only while you are enrolled in DERP's group insurance.

DERP treats becoming eligible for Medicare as a qualifying life event, and changes must be made within 30 days; otherwise changes wait for the annual October open enrollment. Compare the DERP premium after the IPR with individual Medicare Advantage, Medigap and Part D options before your Medicare start date, not after. Lisa can run that comparison with you by phone or video.

Denver is a consolidated city and county, so these county figures also describe the City of Denver.

If your plan is not renewing: you receive a non-renewal letter in October. You can pick a new plan during the Annual Enrollment Period (October 15 to December 7, 2026), and a Special Enrollment Period runs through the end of February 2027. Confirm your dates on Medicare.gov. The official Medicare & You handbook explains each option.

Model-based small-area estimates of crude prevalence among adults 18 and over, not a count of local diagnoses. Crude rates follow the age mix of a place: an older community reads higher on most conditions. Colorado figure: average of the 64 Colorado counties, weighted by adult population.

Under 65

Health insurance before Medicare in Denver County

Colorado runs its own marketplace for individual and family health insurance: Connect for Health Colorado, not HealthCare.gov. Open enrollment for 2027 coverage starts November 1, 2026. Financial help depends on household income, and people with low income may qualify for Health First Colorado, the state Medicaid program, or Child Health Plan Plus (CHP+) for children.

CDC estimates that 12.5% of adults aged 18 to 64 in Denver County have no health insurance (2023 estimates), against a Colorado county average of 11.1%.

Lisa helps with Connect for Health Colorado plans and pre-65 coverage too. Try the ACA subsidy calculator, read the Connect for Health Colorado guide, or see individual and family health insurance. Estimates are estimates; final premiums are set at enrollment.

Headwaters Health and Wealth is not affiliated with, endorsed by, or operating on behalf of Connect for Health Colorado, HealthCare.gov, the Health Insurance Marketplace, or any federal or state government agency. Plan availability, premiums and advance premium tax credits are set by the carriers and the Marketplace.

The other path

Medigap in Denver County

Every Advantage plan on this page replaces Original Medicare with a plan network. The other path keeps Original Medicare and adds a Medicare Supplement (Medigap) policy plus a separate Part D plan.

Medigap has no network: any provider that accepts Medicare accepts it, anywhere in the country. Premiums are higher than most Advantage plans, and in exchange your costs are more predictable. The Colorado Division of Insurance publishes Medigap premium charts for every company selling in the state, so you can compare the same plan letter across insurers.

Timing matters. Your 6-month Medigap open enrollment window starts when you are 65 or older and enrolled in Part B. Inside it, an insurer cannot turn you down or charge more for your health. Outside it, in most cases it can. See Medigap rules in Colorado and Medicare Advantage vs Medigap.

Plain English

Medicare plan terms on this page

Medicare Advantage (Part C)
A Medicare approved plan from a private company that provides your Part A and Part B benefits in place of Original Medicare. Most include drug coverage and some extras. You keep paying your Part B premium.
$0 Part C premium
The plan charges no monthly premium of its own for medical coverage. You still pay your Part B premium, any drug premium the plan lists, and copays or coinsurance when you use care.
In-network out-of-pocket maximum (MOOP)
The most you pay in a calendar year for covered Part A and Part B services from in-network providers. Once you reach it, the plan pays for covered in-network care for the rest of the year. Premiums and Part D drug costs do not count toward it.
HMO
Health Maintenance Organization. You generally use doctors and hospitals in the plan network, except for emergencies and urgent care, and many HMOs ask for a referral before you see a specialist.
PPO
Preferred Provider Organization. You can use doctors in or out of the network, but out-of-network care usually costs more. Referrals are usually not required.
HMO-POS
An HMO with a point of service option. You mostly use the network, but the plan lets you get some services out of network, usually at a higher cost.
Special Needs Plan (SNP)
A Medicare Advantage plan open only to people with particular needs: both Medicare and Medicaid (Health First Colorado in Colorado), certain chronic conditions, or living in an institution such as a nursing home.
Star rating
A yearly CMS quality score from 1 to 5 stars, based on measures such as preventive care, member experience and customer service. It describes the plan overall; it does not tell you whether your doctors or drugs are covered.

Denver County Medicare questions

How many Medicare Advantage plans are available in Denver County for 2027?

Is the Denver County plan list the same as the City of Denver list?

Yes. Denver is a consolidated city and county, so the county plan list CMS publishes applies to every Denver address.

Do Denver County plans include out-of-network coverage?

PPO plans and HMO-POS plans include some out-of-network coverage at a higher cost; standard HMOs generally do not, except for emergencies and urgent care. The plan type is shown for every plan on this page.

Counting Medicare Advantage plans with drug coverage, Special Needs Plans included, Denver County goes from 64 plans in 2026 to 59 in 2027. (The headline count of 35 plans on this page leaves out Special Needs Plans and includes plans without drug coverage, which is why the numbers differ.) The CMS crosswalk shows 8 plans ending with no similar plan in the county, 5 plans ending while the same company offers a plan with the same or a similar name under a new plan ID (members must enroll in it themselves), 3 plans folding into another plan automatically, and 11 new plans. Clear Spring Health has no Medicare Advantage plan with drug coverage in Denver County for 2027. Your plan’s Annual Notice of Change lists what changes for you on January 1.

What does local data say about health coverage in Denver County?

Census figures (ACS 2020 to 2024 5-year estimates) show 9.0% of Denver County residents with no health insurance, against 7.7% for Colorado. People under 65 can shop for coverage on Connect for Health Colorado, the state’s own marketplace; open enrollment for 2027 coverage starts November 1, 2026.

Provenance

Sources and methodology

How the figures are derived

  • Headline plan counts and averages exclude Special Needs Plans, which have their own eligibility rules and are reported separately.
  • "$0 Part C premium" counts plans whose Part C premium is $0. "$0 combined monthly premium for Parts C and D" counts plans whose consolidated Part C + D premium is $0 (for a plan without drug coverage, its Part C premium); our guides and blog use this second count. Out-of-pocket limits are in-network amounts. The average Part D deductible covers plans with drug coverage only.
  • The 2026 to 2027 comparison counts Medicare Advantage plans with drug coverage, Special Needs Plans included, and its "$0" row uses the combined Part C + D premium, so it differs from the headline count.
  • When the CMS crosswalk ends a plan with no successor but the same company files a plan with the same or a similar name under a new plan ID, we say so; members are not moved into the new ID automatically.
  • We do not publish per-plan enrollment: the source does not carry it, and we never estimate plan figures.
